We provide executive advising and strategic planning at the provincial or organizational level, professional learning programs for administrators or educators, program design and evaluation, external reviews, and speaking events. We have expertise in both K-12 and post-secondary education related to online learning, merging modes in education (i.e., blended, hybrid, multi-access, HyFlex), open education, digital literacy and citizenship, privacy, flexible learning, inquiry-based learning, and assessment.

Our team consists of researchers, learning designers, K-12 and post-secondary educators and administrators, and educational technology specialists. Our approach is flexible to incorporate new roles and expertise as required.

The Flexible Learning Group was founded by Dr. Valerie Irvine, who is a professor in Educational Technology, co-director of the Technology Integration and Evaluation (TIE) Research Lab, and undergraduate and graduate Educational Technology area advisor at the University of Victoria.


She advises federal and provincial government leaders, executives, and policy analysts, university presidents and executive leadership, and K-12 superintendents. She conducts degree and program external reviews, and provides professional learning ranging from cohort facilitation to keynotes. She is currently the president of the Open/Technology in Education, Society, and Scholarship Association (OTESSA) at the Congress of the Humanities and Social Sciences.
